Disabling barriers are often the single most important cause of social isolation and discrimination which many people, especially people with impairments, have to confront in their daily lives. Very often, disabling barriers are also the root cause preventing individuals with disability from enjoying an acceptable quality of life.

CIR 3/99 - Outlines the changes to practice, which came into effect on 1 st January 2000, to take account of the adoption of the Equal Opportunities (Persons With Disability) Act.
