The National Commission Persons with Disability recognises the pressing need to have an adequate number of professionals working in these fields and that their work is supported by applied, scientific research. In order to help in meeting this need, the Commission is establishing a Training and Research Programme. In 1991, the National Commission Persons with Disability (NCPD) commenced an exercise with the aim of gathering information about the state of disabled persons in the Maltese Islands. Using a questionnaire, the NCPD started gathering statistics which could help it analyse the requirements of disabled persons and their families, initiate programmes and devise strategies to address these requirements and assess the success of these initiatives. This Circular describes the application vetting procedure carried out by Kummissjoni Nazzjonali Persuni bDizabilita (KNPD) architects, and indicates the main items which are checked. It also makes reference to recently approved development plans. In 2003, KNPD commissioned Mr Gordon Cordina, economist, to carry
out research on the financial
dimension of supported living for disabled persons, especially
in the supported employment sector. This research proposes a scheme
through which disabled jobseekers are given financial assistance which
they can use to find and maintain employment. This above report and
suggested scheme are explained in the executive
summary. KNPD is currently working on implementing this scheme.
As a first step, a meeting was held so that all interested parties,
especially those interested in such a scheme, could give their reaction
to the proposal and discuss it together.
