SID application - additional notes

‘Services and Benefits’ booklet

The Commission's 'Services and Benefits' booklet (Maltese/English) is also available in large print, audio and in easy to read format from KNPD’s offices. If you have a disability and think you qualify for any of the services mentioned in this booklet, you should contact either the Commission or the relevant organisation and service provider in order to ensure your eligibility and obtain up to date application procedures.

Special Identity Card (SID)

To apply for the different services you must register with the Commission and have a valid Special Identity Card (SID). For more information regarding the SID refer to the factsheet (PDF). You may also wish to refer to the SID application - additional notes
Registering also ensures that you receive the Commission's quarterly magazine/newsletter INDAQS. Past issues of INDAQS Magazine are available online. If you require the printed version of INDAQS magazines, you may request one to be mailed to you directly.

All individuals making use of the Special Identity Card and the Blue Sticker are kindly advised to take action and renew the relevant document/service at least one month prior to its expiry. Renewal of these documents is the responsibility of the holder.

Special Aids Fund (SGHS)

KNPD provides an Assistive Apparatus Service which includes advice and financial help to persons with disability and their families. The Assistive Apparatus Service enables persons with disability to buy equipment which helps them lead a more independent lifestyle. For more information regarding this service refer to the SGHS factsheet (PDF). A list of local (Maltese) agents selling specialised equipment and entities from which this equipment can be borrowed are available here for easy reference.If you are in the process of purchasing such equipment, you are advised to get the expert advise of a qualified occupational therapist, medical doctor or relevant professional. This list of suppliers is provided for your own convenience, and does not constitute an endorsement or specific recommendation by the Commission.

VAT Refund

If you are purchasing items the use of which is specifically intended for people with disability, you may be entitled to reductions on VAT. Kindly note that as of 1st May 2004 new VAT regulations were introduced. The Commission and the Ministry of Finance have drawn a list of items used by disabled persons, on which a reduced VAT rate of 5% is applicable. Applications may be downloaded here, for VAT refund on assistive apparatus and computers.

Blue Sticker

The blue sticker benefit is given by the Commissioner of Police on the recommendation by the National Commission Persons with Disability to persons who are entitled to the Special Identity Card and have mobility restrictions. Vehicle Registration Fee Exemption

KNPD makes recommendations to the Minister of Finance so that persons with disability or their relatives maybe exempt from paying registration tax, duty or VAT (or part of them) on vehicles on which such taxes have not yet been paid. New regulations applicable as of 1st January 2009

Exemption of Payment of Road Licence

KNPD makes recommendations to the Ministry of Finance for persons with disability or their relatives to be exempted from paying the road licence. New regulations applicable as of 1st January 2009

National Register

KNPD maintains a Register of Persons with Disability sorted by locality, gender, age and different categories of disability. For more information regarding the National Register refer to the factsheet (Maltese / English).

Disability Issues

KNPD runs a Disability Equality Training Programme (also known as Disability Issues) that consists of talks and courses, which focus on the social aspect of disability and on the way in which disabling barriers are constructed by society. Equal Opportunities Compliance Unit

KNPD established the Equal Opportunities Compliance Unit within its Secretariat, charged with promoting Equality of Opportunity and implementing the provisions of the Equal Opportunities Act (persons with disability) which came into effect on the 1st October 2000, and thus investigates acts of discrimination on the basis of disability. Resource Centre

KNPD has a resource centre with books, periodicals, videos, CDs and audiotapes about different impairments, as well as about different aspects of life which affect persons with disability and their families. The Resource centre is open to the public, and is of special interest to persons with disability, their families and those who work or study in the area of disability.
